By the Coconino Coalition for Children & Youth
The Arizona Legislature is in session looking at a variety of potential bills that will impact families throughout the state.
Candy Espino, MBA and Michelle Coldwell, MSW of the AZ Council of Human Service Providers attended the Coalition’s most recent board meeting on Feb. 24 to provide the Coalition with an update on potential bills making their way through the legislative process.
The Council is a 501(c)(6) membership association providing advocacy and support to more than 100 behavioral health, child welfare, juvenile justice, and whole person integrated health care organizations across Arizona, according to information provided on its website. These organizations range in size and scope and employ over 30,000 staff throughout more than 900 facilities and serve approximately 1 million community members across the state.
On its Facebook page it regularly provides ACTION ALERTS on the status of bills making their way through the legislature. It also provides a Legislative Action Center webpage that provides Request to Speak system, Find my Legislator and Live Proceeding links.
Coalition board member Laura Rosensweet, Community Impact Manager with Education Forward Arizona, also provided information on how everyone can have a say on those bills by signing onto and using the Request to Speak system.
The Coconino Coalition for Children & Youth is a nonpartisan organization but we share policy updates that impact children and families. Occasionally these alerts might have a call to action component.
CCC&Y shares this information for informational purposes. Occasionally, we will take a position on a matter. If we have a position we will notify you in the alert.
Recent position taken by the Coalition include:
- Agreeing to support a statewide “Organization sign-on to Arizona’s Congressional Delegation to oppose Medicade & SNAP Cuts” to be sent to members of Congress who are currently reviewing a variety of budget proposals.

Send an email to virginia@coconinokids.org to receive timely emails from Julianne E. Hartzell, a local educator who received CCC&Y’s special “Caring for Children Lifetime Achievement Award” during the Coalition’s 50th anniversary celebration in 2022.
Julianne is a past board president but continues to volunteer her time for CCCY to share information from our partners to help keep our community informed.
Julianne has recently provided past updates from such organizations as:
- Arizona Education Association — Legislative Weekly Update
- First Things First — “We need your support to ensure HB2778 gets a hearing!” message for a bill that would ensure Arizona’s youngest children have the financial support they need to learn, grow and succeed.
- Save the Children Action Network Protect SNAP message — “Tell Congress: Kids need stronger food support to survive and thrive!”
- STAND for Children Arizona — Feb. 18 “Action Alert — Senate Education Committee: Reject SCR 1028” that would make it harder for school districts to pass bonds and overrides by requiring them to receive the support of 60% of voters rather than just a simple majority as is currently the law.
